Ms. Kotlyar joined CVT in early 2011 and brings to her role skills in project coordination, significant knowledge of planning expatriate assignments, strong commitment to international human rights, and advanced language skills in French and Spanish. Previously she worked for Plus Relocation Services as an international relocation counselor and as a research assistant for the Geneva Centre for the Democratic Control of Armed Forces. She also completed internships with several international agencies, including the UN Office of the High Commissioner for Human Rights, Geneva Call, Instituto Regional de Asesoria en Derechos Humanos (Ecuador), and Plan International (Senegal). Ms. Kotlyar holds a Master of Arts  in international affairs from the Graduate Institute of International and Development Studies in Geneva and a Bachelor of Arts in global studies from the University of Minnesota.
